India-Sri Lanka relations

India and Sri Lanka signed seven agreements during President Mahinda Rajapaksa’s visit to New Delhi from June 8 to 11, 2010. The maiden visit after his re-election may be considered a success for the President as India barely touched upon sensitive issues like the UN advisory panel on human rights violations during the war and devolution of powers to Tamil minority in the interactions with the President and his delegation.

Indian Prime Minister Dr Manmohan Singh’s statement that “a meaningful devolution package, building upon the 13th Amendment, would create the necessary conditions for a lasting political settlement” showed by and large India had accepted the Rajapaksa approach. India’s stress on rehabilitation issues of Tamils would indicate that its continued focus on this aspect rather than on resuming a dialogue on ethnic issues. The allocation of Rs 1000 crores as assistance to build 50,000 houses for people displaced due to the war and other assistance to improve communication and other infrastructure illustrate this.

In a bid to build closer relations both countries agreed upon taking a number of steps. These include improving interconnectivity with the introduction of Colombo-Tuticorin, Talaimannar-Rameswaram ferry services, Indian assistance to improve Palaly Airport and Kankesanthurai Harbour, and conducting a feasibility study for linking electricity grids of the two countries. India has also offered to extend the bandwidth to set up satellite-interactive terminals in Sri Lanka.

The joint statement issued after the meeting between the President and Indian Prime Minister indicated some cautious steps taken to build closer strategic relations. These include: India’s assurance to examine a Sri Lankan suggestion for establishing a joint information mechanism on the likely oil and gas fields straddling India- Sri Lanka maritime boundary; promotion of dialogue on security and defence issues including an annual defence dialogue; and promoting the use of space technology for a variety of services. The Treaty on Mutual Legal Assistance on Criminal Matters and Agreement on Transfer of Sentenced Prisoners signed during the visit would provide for structural improvement to security and legal framework.

The Comprehensive Economic Partnership Agreement (CEPA) proposal was not mentioned in the joint statement, although measures for developing “a framework for sustainable economic partnership and addressing outstanding issues” of the Free Trade Agreement found a place in the joint statement. This would indicate that CEPA would come up sooner than later. The agreement on establishing Indian consular presence in Jaffna and in Hambantota also should be viewed in the context of furthering trading interests rather than strategic linkages.

China-Sri Lanka agreements

Chinese Vice-Premier, Zhang Dejiang led a 30-member delegation to Sri Lanka on a three-day official trip close on the heels of President Rajapaksa’s visit to India. It showed Sri Lanka’s careful balancing of relations between India and China.

During the visit Sri Lanka signed six agreements for enhanced cooperation in highways development, information technology and communications, development of maritime ports and the second phase of the Hambantota Port Development project (for which China has offered financial assistance of US$ 200 million) and maintenance of the Bandaranaike Memorial International Conference Hall built by China.

Vice Premier Zhang, when he met President Rajapaksa on June 12, also discussed the progress of projects including the Norochcholai Coal Power Project, the Hambantota Port Development and the Mattala International Airport.

International issues

Sri Lanka has reacted angrily to UN Secretary General Ban Ki-moon’s appointment of an expert panel to advise him on human rights violations in the final stage of the island’s civil war. The UN panel announced on June 22 is headed by former Indonesian Attorney General Marzuki Darusman, with Ms Yasmin Sooka, a former member of South Africa’s Truth and Reconciliation Commission and Steven Ratner, an American law professor, as members. According to a UN spokesperson the advisory panel’s mandate was limited to advising the secretary general and it was “not a fact-finding or investigative body.”

President Rajapaksa rejected the UN move, and the External affairs minister G.L. Peiris called it “an unnecessary interference” and said the government should be given “a free space to make its own findings.” The government has also said it would not issue visa for the UN panel members to visit Sri Lanka. China, Japan, India and Russia had been generally supportive of Sri Lanka government move to investigate the human rights aberrations on its own while the West, particularly the EU and the United States had been for an international panel.

Although the issue has whipped up national sentiments among the people, both General Sarath Fonseka, army commander during the war who is under arrest now, and the Liberation Tigers of Tamil Eelam’s US based activist and a member of the Transnational Government of Tamil Eelam Rudrakumaran have offered to co-operate with the UN panel. This is likely to further embarrass the Sri Lanka government who see an international conspiracy to demean the country’s achievement in these moves.

As though to confirm this conjecture, the EU also announced on June 22 that it would extend GSP+ tariff concessions to Sri Lanka after August 15 for “a limited additional period, subject to a clear and written commitment” to undertake 15 specific actions it considered as related to  human rights within a six-month period from July.

The 15 areas for action included implementation of the Sri Lankan constitution’s 17th Amendment, the repeal of emergency regulations, co-operation with UN human rights bodies, release of a list of detained LTTE combatants and other suspects, and an end to harassment of journalists.

Prof GL Peiris, External Affairs Minister, rejecting the conditions said the government would not “surrender decision making powers, very sensitive and crucial matters to any foreign government.”

This does not augur well for Sri Lankan exports, particularly ready made garments which are heavily dependent upon EU markets. In the coming months we can expect Sri Lanka government to scale down its rhetoric and take some action repair its international relations.

National budget

Sri Lanka budget for the current year, already delayed by seven months, aims to reduce the budget deficit to 8% as against last year’s 9.9% deficit. This would represent the biggest reduction in deficit in recent times. With a view to spur growth targeted at 7% this year the government halved the import tax on cars and cut levies on electronics goods in the run up to the budget. The government hopes to increase tax revenue to at least 17 percent of GDP over the medium term, from 14.5 percent in 2009.

However, its meagre increase in wages for government servants and levy of additional taxes on food articles are likely to stir up public protests.

Sri Lanka’s budget plans are apparently in conformity with the International Monetary Fund’s conditional loan to replenish Sri Lanka’s foreign exchange reserves. Under the IMF’s $2.5 billion loan programme, during the month the fund approved the release of fifth tranche of $ 408 million. This would indicate the IMF is satisfied with the government’s measures to tighten fiscal discipline.

Political moves

The government appears to have taken some action to use Kumaran Pathmanathan known better as KP, former international representative of the Tamil Tigers held in captivity, to build better relations with pro-LTTE Diaspora. In a carefully orchestrated move it allowed KP to visit North with a Diaspora delegation ostensibly to consider some rehabilitation project. In the coming months its political impact could be far reaching.

TGTE strongly condemns the seige of the United Nations office in Sri Lanka led by a senior cabinet member who is also a close ally of the Sri Lankan President. The Sri Lankan police response to this aggressive demonstration is in stark contrast to the brutal force it used against peaceful anti-government demonstrations in the past, a media release by V.Rudrakumaran, Interim Chief Executive of the Transnational Government of Tamil Eelam said. Adding further the statement said that Sri Lankan security forces are engaged in holding tens of thousands of Tamil civilians in internment camps, while the UN staff who cared about those in the camps are being threatened in this manner.

TGTE challenges the Government of Sri Lanka to act responsibly by taking all necessary  steps to allow the UN to function smoothly and to fully cooperate with the UN panel.  Sri Lankan government cannot escape its responsibility for genocide, crimes against humanity and war crimes by using intimidation and threat.

TGTE urges the UN not to be intimidated by this “hostage” politics of the Sri Lankan government and to proceed as planned for the panel to investigate genocide, crimes against humanity and war crimes. We are prepared to offer full assistance and cooperation to the work of the UN panel.

The head of the Transnational Government of Tamil Eelam Visvanathan Rudrakumarn has offered to co-operate with the UN panel appointed by UN Secretary General Ban ki-moon to advice him on Sri Lanka and also urged the committee to protect witnesses who come forward to testify. The Rudrakumar has urged the panel to eventually publish its findings in order to ensure complete transparency, to help launch a needed public discourse about the violations of international law and to undertake the necessary remedial measures to ensure that this shall never happen again.

The Transnational Government of Tamil Eelam (TGTE) applauds the UN’s move to appoint a panel to investigate the violations of human rights and humanitarian laws in the island of Sri Lanka. We regard the UN Secretary General’s decision to appoint the panel as a crucial step towards bringing justice to the victims of human rights abuses that occurred during the last months of the armed conflict in the island of Sri Lanka.

The large-scale violations of international human rights and humanitarian law during the final stages of the war led to the death of many thousands of innocent Tamils in northern Sri Lanka. The perpetrators of these violations have yet to be held accountable for their actions. The appointment of this independent panel rightly rejects the Government of Sri Lanka’s attempts to whitewash any breaches of international law by the Sri Lankan Armed Forces, including war crimes, crimes against humanity and genocide and serves as a deterrent to other states to apply the so called Sri Lankan option for national conflicts.

We furthermore praise the UN’s consistency in refusing to be contended with the Sri Lankan Government’s flawed initiatives to silence international criticism of its own conduct of war by appointing a meaningless “Lessons Learnt and Reconciliation Commission”. Investigation by the perpetrators or a commission appointed by the perpetrators is tantamount to the accused being the judge and the jury. Moreover, as correctly pointed out by various international human rights organisations and political analyst groups, the Sri Lankan Government’s record in baseless commissions is self-explanatory about its intent to deflect from its shortcomings in matters of human rights.

While the International Community failed to act adequately to prevent the death of thousands of innocent Tamils, we welcome this step forward towards a delayed justice for the thousands of victims of war. We recognise that accountability and justice are the first steps towards a solution to the decades long national conflict in the island, hence embrace the UN’s move as a crucial step forward on the long path of achieving justice.

We therefore offer our full cooperation to the UN’s panel of investigators and we are willing to provide a large number of first-hand evidence to aid the panel. Despite the panel’s declaration not to visit the country, we call the UN to independently and freely gather first-hand accounts about the atrocities committed from the very population of the Vanni region, who will be able to depict the reality of the massacres. It is of great importance to receive direct witness accounts in situations as volatile as Sri Lanka’s since the risk of distortion of sources and narrations runs high when relying on secondary sources. Any international fact finding mission based on the conduct of a third state loses its credibility if its work is purely relying on secondary sources. Should the panel change its stance, on the above recommendations, and directly visit the concerned areas, we would strongly advise the UN to guarantee the safety and anonymity of the witnesses in the wake of such investigations.

We urge an independent and transparent investigation into the numerous crimes committed against the Tamil population in the Vanni region by the Sri Lankan security forces. We further urge the UN panel to carefully study evidence that might lead to a finding of the crime of genocide. Paraphrasing the observation of the International Criminal Tribunal for the former Yugoslavia in its genocide verdict in connection with the killing of 7,826 men rendered on June 10, 2010 , “the scale and the nature of the operation, with the staggering number of killings, the systematic and organized manner it was carried out, the targeting and relentless pursuit of victims,” many political analysts, academics and human rights activists have already deemed that there is a case of genocide in Sri Lanka. These claims must be investigated by an independent and transparent expert-panel and considered within the context of over six decades of state-sponsored violence against Tamil people and the consequent loss of life and property the Tamils have suffered since 1956 and are still suffering. The substantial number of deaths needs to be contextualized with the initial size of the Tamil population of the island, in order to gain a just oversight of the impact governmental policies had on the Tamil people.

As the democratically elected international body of the Tamil community, we however raise our concerns about the announced length of the investigation. Whereas human rights organisations such as Amnesty International, Human Rights Watch and the International Crisis Group needed months if not a whole year to submit and complete reports about the violations of human rights and humanitarian law in the final period of the war, the scheduled four months period of investigation by a small panel of three seems to be too short to guarantee a just evaluation of the large scale of crimes committed last year.

We therefore request the UN to extend its period of investigation to be able to draw an adequate report to a situation that is often called as the worst contemporary form of violation of international law.

We moreover emphasise that any process of accountability only becomes valuable and meaningful if the body of investigation is given the authority to act according to the results of its mission. Whilst we encourage the UN’s appointment of its panel, we like to point out the short comings of the mandate it is given. The consultative character of the panel does not only question the political will behind the appointment, but also risks to fail in vindicating the International Community’s responsibility to let justice and accountability prevail in grave cases of humanitarian catastrophes. We also urge the panel to eventually publish its findings in order to ensure complete transparency, to help launch a needed public discourse about the violations of international law that have taken place last year in the Vanni region of the island of Sri Lanka, and to undertake the necessary remedial measures to ensure that this shall never happen again.

Finally, we hope the findings of the panel will lead to actions being taken against those responsible for the deaths of tens of thousands of Tamils and that justice will eventually prevail for the thousands we mourn.

As the World marks the World Refugee Day on June 20, The Transnational Government of Tamil Eelam (TGTE) pledges to continue to work for the tens of thousands of Tamil civilians languishing in Sri Lankan military run internment camps and for the welfare of those that have departed the camps but continue to face the likelihood of arbitrary arrest, detention and torture.

It also pledges to work towards overcoming the economic and social challenges faced by these Internally displaced Persons (IDP) and

stopping the colonization schemes planned by the military to permanently keep these people out of their homes. As a body representing and unifying the Tamils around the world, we will keep alive the memories of Tamil refugee life throughout the past five decades in all our endeavors.

From May 17th to 19th, 2010, Tamil elected representatives from UK, Canada, Germany, Switzerland, Australia, France and Denmark Norway and Sweden came to Philadelphia, the historical land mark of USA for its independent in 1776 – for the first assembly of the Transnational Government of Tamil Eelam (TGTE) with an illuminating message to the world that the democratic and political phase of Tamil people is well and alive.

Hillary Clinton, the Secretary of State of the United States of America, according to published reports, gave her blessings to the farcical commission on lessons learned and reconciliation at her recent meeting with minister G L Peiris. Hillary Clinton’s speech has been given high publicity and it could be of immense value as propaganda to the government whose human rights record has been challenged both locally and internationally.

Hillary Clinton in her speech evaded all the basic issues relating to this commission. She said that similar commissions have produced good results in other countries. In talking about similar commissions, she only was using the word ‘commissions’, rather than the content of the commissions. If she was referring to similar commissions such as the truth and reconciliation commission in South Africa, or some commissions in Latin American countries, these commissions and the Sri Lankan commissions have a world of difference between them. The minister for the media, Mr. Keheliya Rambukwella himself, clearly stated that this commission is going to be nothing like that. He said that this is going to be a very indigenous commission carried out according to local tradition. After the United People’s Freedom Alliance (UPFA) government won the parliamentary election in April this year, Sri Lanka appointed a law professor, G. L. Peiris, as the foreign minister who, for the first time, makes his week-long official visit to the U.S starting May 23.  He the met UN Secretary, General Ban Ki-Moon, on May 24^th at the UN headquarters in New York, as well as the U.S. Secretary of State, Hillary Clinton on May 28 in Washington D.C.  The learned professor also met several other U.S. politicians and down played the serious nature of the crimes against humanity, the war crimes, and genocide. He also lectured to them that in so far as the Tamils were concerned they could not have been happier.

Quantum Leap Forward in Democracy; Invented by Tamils.

I do not understand why a country like India is worried about the concept of transnational governments. If Multinational corporations are allowed to operate as Transnational Corporations providing goods and services why not a body politic taking over the social and cultural need of a community? What other forms of mechanism is available to protect the numerically small minorities?

India must grow up to free its people from feudalism and living standard disparities. Why does it bother India if the Tamil brethren in various part of the world want to provide minimum basic living facilities to people in South India? Either they should go it or let some one else do it. The request to India is if you don’t want us to do it, you do it. All we are trying do is to equalise the disparity in the standard of living. No one is interested in diving India unless the Indian people feel that they are being marginalized. That is why India has to grow up. You cannot have it both ways. Either let the people go or let the people be free. Human freedom must be translated into Human rights, if not it is bound to fail. Sri Lanka’s External Affairs Minister Prof. G.L Peiris who is currently visiting the United States is expected to raise the issue of the Provisional Transnational Government of Tamil Eelam (PTGTE) when he meets officials from United Nations and the US government.

Prof. Peiris who left Colombo on Saturday is scheduled to meet UN Secretary-General Ban Ki-Moon on Monday at the UN headquarters in New York. He is expected to raise the issue of the PTGTE and is also expected to discuss the Secretary General’s decision to appoint a special panel on Sri Lanka and UN under Secretary General for Political Affairs Lynn Pascoe’s scheduled visit to the island. Prof. Peiris is also expected meet US Secretary of State Hilary Clinton on Wednesday in Washington DC along with senior officials from the US State Department where he will raise the PTGTE issue.

External Affairs Minister Prof. G.L Peiris’s visit to the US comes in the wake of  the first PTGTE meeting in Philadelphia recently which was followed by several meeting in European countries on May 2.

• Karu said that the diaspora had broken into three groups – US-based Visvanathan Rudrakumar, Norway-based Nediyavan and a London-based group.
• TGTE is “another pipe dream like Vellupillai Prabhkaran’s Eelam.”
• The Minister asserted the Tamil diaspora will not return to Sri Lanka and should create issues for their survival abroad.

Kulasegaram Sanchayan, Balasingham Prabhakharan, Dharshan Gunasingam and Seran Sribalan were elected to represent NSW in the Constituent Assembly of Transnational Government of Tamil Eelam.

The election to elect four representive from New South Wales, Australia was held yesterday, 22 May 2010. Six candidates contested for the 4 places.

Already six members representing other regions in Australia were elected unopposed.

Four candidates, including two who had come within the first five in the poll conducted 8 days ago for the TGTE in the London South West Constituency, withdrew their candidature Monday after there were delays in announcing the results. Dr. N.Sathiyamoorthy, Mr. A.Vairavamoorthy and Mr. David Joseph, candidates sharing a common opinion said in their withdrawal letter that “even though it was hard for us to come to this decision, we feel it is necessary to make such decision to take our struggle to the next level through the TGTE, without giving any room for the Sri Lankan state or the IC to shame our Tamil Nation.” The election committee delayed the announcement of the results citing ‘complaints’ and there were behind the scene manoeuvrings by certain members of the CWG that conducted the elections, in selecting candidates without a re-poll, said a journalist who did not wish to be named…………  READ MORE

Q1. What is meant by a Transnational Government of Tamil Eelam?

The Transnational Government of Tamil Eelam (TGTE) is a political formation to win the freedom of the Tamil people on the basis of their fundamental political principles of Nationhood, Homeland and Right of self-determination. The TGTE is a novel concept both for the Tamil people and the rest of the world. At present the Tamil people have absolutely no prospect of articulating their political aspirations or of exercising their fundamental rights in their homeland itself.

Tamil Diaspora, an integral part of the nation of Tamil Eelam, utilizing democratic means in their respective countries, will establish the Transnational Government of Tamil Eelam (TGTE) as the highest political entity to campaign for the realization of the Tamils’ right to self-determination.

Q2: Why a Transnational Government of Tamil Eelam? What is the necessity for such a government?

The social existence of the Tamil people depends on the preservation of their distinct political, economic and cultural way of life. The Tamils must have the ability to coexist and be co-partners with other communities around the world. To achieve these goals and to control factors that pose threats to their existence, there is a need for a strong and self governing political entity. These aims were given shape:

in 1976 through the Vaddukkoddai Resolution and reinforced by the mandate given by the people in the 1977 general elections the 1985 Thimpu Principles and the 2003 Interim Self-Governing Authority (ISGA) proposals gave added weight to these aims.

Therefore, given the current situation, It has now become necessary to constitute a coordinated and democratic polity to advance these objectives. This polity is the proposed Transnational Government of Tamil Eelam (TGTE).

Q3. Are there differences between a Transnational Government and a Government in Exile? Or are they the same?

Though there are common features, the two governments are in theory different in theory. A government in exile is a temporary government shifted to or formed in a foreign country by exiles who hope to return to their home country when it is liberated. For this, at least the approval and acceptance by one host country is required. A government in exile needs no Diaspora. The concept of a Transnational Government has received the attention of social scientists for more than two decades. It is associated with the transnational life of people and their involvement with transnational politics.

Q4: What are the objectives of TGTE?

TGTE is to promote the interactions in between Tamils of Eelam and Diaspora.

TGTE will create a mechanism for the political unity and the pursuit of the political desires of this transnational community, while respecting the laws of the states which this transnational community inhabits.

It is in the distinct transnational space within which these cross border relationships take place that the Transnational Government seeks to operate by facilitating the promotion of interactions and forging a common political program.

TGTE proposed to be established in the transnational space by Tamils is meant to realize the political aspirations of Tamils in our Homeland.

TGTE will also engage in promoting the social, economic and cultural development of Tamils in the Diaspora.

TGTE will lobby for the support of the international community and its people to find a political solution to the Tamil national question on the basis of Nationhood, Homeland and the Right to Self-determination. It will campaign through political and diplomatic channels.

Q5. Why should the Tamil Diaspora promote efforts to form the Transnational Government? What is their contribution towards the political liberation of the Tamil People?

In today’s context, only the Tamil Diaspora is in a position to advance the political aspirations of our people. Approximately one third of the Eelam Tamil population lives in the Diaspora, so they are not an inconsequential part of the community. Since the political space to pursue Tamil rights has been totally suppressed in Sri Lanka, the struggle to establish these rights has to be moved out of the island into the international space that the Tamil people of Eelam occupy.

This is a factor that adds strength to Eelam Tamils. The 21st century political reality is increasingly getting evolved as Transnational Governance. Irish people who emigrated to America and Canada gave staunch and open support to the Northern Ireland struggle. Likewise, the Jewish Diaspora until today supports the state of Israel politically and financially. On another plane, the Diaspora of countries like Italy, El Salvador, Eritrea, Croatia and Moldova have become an integral part of the politics of their respective countries. Four representatives are elected from the Italian Diaspora to the Italian parliament. In Haiti, a separate electoral riding has been allocated for Haitians living in Diaspora. Further, more than half the countries in the world have recognized dual citizenship. All this evidence points to the importance given to transnational politics in the 21st century. The efforts by the Tamil Diaspora to form a TGTE should be viewed in this perspective.

Q6. Where will the Transnational Government of Tamil Eelam be based? What is the nature of such a government?

The TGTE will not have a territorial base like traditional governments. Enforcement of sovereignty by enacting laws, defense of territory and taxation like traditional governments is not applicable to the TGTE. The primary goals of the TGTE will be the security of the people in our Homeland, full and early realization of their right to self-determination and their social, economic and cultural well-being and development.

Q7. Will the international community recognize the Transnational Government of Tamil Eelam? Is it possible to carry forward TGTE’s plans without such recognition?

As stated above, the concept of a TGTE is an innovative exercise. There is no precedence for such an exercise. The nationalities that fought for their political independence from outside in previous years created Governments in Exile (GE) that functioned outside their countries. For a GE to function it is not necessary to have a strong Diaspora community. However, the proposed TGTE has a strong Diaspora community as along with well-defined political goals. Further, the continued insistence by the international community and friendly forces for the necessity of the Eelam Tamils to abhor armed struggle and carry forward the struggle politically are factors favorable to us.

Q8. How will the Sri Lankan government and Sinhala – Buddhist chauvinists view the Transnational Government of TamilEelam?

Both the Sri Lankan government and its racist rulers view the proposed “Transnational Government of Tamil Eelam” with a sense of apprehension and danger. The reason for such fear is that the hegemony imposed on Eelam Tamils and the Tamil Homeland at present is not a real victory. Neither is it permanent. What they have achieved is military supremacy in the balance of power. This is beneficial only within the island of Sri Lanka. Further, this military supremacy is useful only to counter armed struggles and cannot counter the diplomatic approach.

In this context, the Tamil people’s struggle for the realization of their right to self-determination by unarmed methods carried out in the international arena is viewed with alarm by Sri Lanka’s rulers as one they cannot confront. Sri Lanka’s rulers, therefore, consider that the proposed TGTE project by Eelam Tamils will become a formidable battlefront which they cannot defeat. Sri Lanka and its allied forces have today reached the peak of their power. They are left with no options other than to apply the same old military approaches. Sri Lanka is trying to restrict the mode of struggle of Eelam Tamils to a battlefront that it can win. It is also trying to keep to itself control over setting the rules of the battles to come. The proposed TGTE is a new playing field opened by Eelam Tamils. Sri Lanka cannot decide the rules here. Its military domination and territorial control are of no use in this field of play.

Q9. What impact will the activities of the Transnational Government of Tamil Eelam have on people living in the island of Sri Lanka on matters relating to their political, social, economic, security, rehabilitation, reconstruction and resettlement affairs?

The primary objective of the Transnational Government of Tamil Eelam is to realize the right to self-determination of the Eelam Tamils. Simultaneously, the TGTE will take action on two other fronts. They are:

(1) To take necessary diplomatic steps at international level to end the injustices, discrimination and acts of revenge perpetrated on the Tamils by the Sri Lankan government.

(2) To garner the expertise and resources of Tamil Diaspora to halt the plundering and exploitation of the resources of our Homeland by the Sinhala – Buddhist genocidal forces.

The TGTE will explore suitable alternative structures and create and manage sub organizations in order to successfully fulfill the above stated objectives and to guarantee the security of the Tamils living in the island of Sri Lanka while protecting their rights to local resources. Alternatively, it will appropriately utilize the resources of already existing organizations. When necessary the TGTE will establish cordial rapport and secure the assistance of international donor organizations, aid agencies, and bilateral or multilateral development organizations and work for the resettlement, development and investment, human resources development and environmental health. It will also provide appropriate inputs to the organizations within the island of Sri Lanka that have politically identified with the objectives of Tamil nationals.

Q10. What kind of leadership would the Transnational Government of Tamil Eelam offer to the Tamil Diaspora? Do they need the leadership of the Transnational Government of Tamil Eelam? Is their current social and economic achievement inadequate?

Compared to the various other Diaspora communities in Western Europe, North America and Australia, the Eelam Tamil Diaspora is considered one of the most successful Diaspora communities. Their hard work, education, enterprise, dedication, obedience, austerity, ownership of property, extended family system and the love and devotion to their brethren are traits that are praiseworthy. But, for a community that has been devastated and displaced by war and racial violence and above all one that is fighting for its freedom, these traits alone are not sufficient.

The Eelam Tamils who have courageously faced and survived the threat to life and dangers due to racial violence are averse in coming forward to confront the open market economy. Further, instead of taking their own initiative to rapidly rebuild lost opportunities due to the war, such as banking, human resource development institutions, technical training institutes and service centers, they are seen as a community dependent on the existing structures. This state of affairs has to be changed. The entrepreneurship of the Eelam Tamils should extend internationally to all spheres of activity. The share of involvement of the Eelam Tamils in the creation of investment capital and industrial power should escalate to the extent of wielding influence in the economy of their host countries. The knowledge and technical know-how of Eelam Tamils should be broadened to become indispensable in the highest decision-making centers of each organization in which they work. It is through these means that the march for the liberation of the Eelam Tamils will be expanded and expedited.

The TGTE will attempt to provide the necessary ideological and strategic leadership for this process of success.

Timely Over View of the Transnational Government of Tamil Eelam

The Tamil diaspora has undoubtedly been very vocal during the last stages of the military offensive and has through its extreme activism summoned widespread international attention raising the question whether there has been an oversimplification of the power of diaspora activism. Their activism took the form of media campaigns and public protests which fueled nationalistic sentiments and crippled transport systems of their host countries but essentially their activism seemed to continue the chase after an unrealistic dream at an unbelievably high cost.

Special Task Force (STF) commandos on road patrol arrested a Tamil youth in Ka’luvaangchchikkudi and another in Kalmunai Wednesday evening claiming that the youths had mobile phones containing recent Channel-4 photos and other such film clips from some other websites, the relatives of the arrestees said. STF had told Kalmunai police where the two youths are detained that the youths are working in support of the Transnational Government of Tamil Eelam (TGTE), sources in Kalmunai said.

The arrested youths are Muthurasa Karunakaran of Maariyamman Koayil Veethi in Paa’ndiruppu and Kumarasamy Nadarasa of Eruvil. STF commandos arrested the youths when they checked their identity cards as they stood talking to their friends along the road. Meanwhile, STF harassment during road patrol has increased in the districts of Batticaloa and Ampaa’rai, residents in the districts said.

A significant event in Tamil transnational politics occurred a fortnight ago in historic Philadelphia city in the US state of Pennsylvania. About 70 -75 persons gathered on Monday May 17th for a three-day conclave. The venue was the National Convention Center situated on Philadelphia’s Independence Mall at 525 Arch Street.

Both the dates and location were symbolically significant. It was in Mid-May last year that the Sri Lankan Armed Forces defeated the Liberation Tigers of Tamil Eelam (LTTE) militarily at the Karaithuraipatru AGA division in the North – Eastern district of Mullaitheevu.

Kulasegaram Sanchayan, Balasingham Prabhakharan, Dharshan Gunasingam and Seran Sribalan were elected to represent NSW in the Constituent Assembly of Transnational Government of Tamil Eelam.

The election to elect four representive from New South Wales, Australia was held yesterday, 22 May 2010. Six candidates contested for the 4 places.

Already six members representing other regions in Australia were elected unopposed.

Senathirajah Jeyananthamoorthy, former TNA parliamentarian of Batticaloa district is elected for Transnational Government of Tamil Eelam (TGTE) topping the list of North West London. He secured 8,357 votes. The others elected from the constituency to TGTE are: Deluxon Morris (6,334), Balambigai Murugadas (5,879), Lalithasorubiny Pratheeparaj (5,521) and Jeyavani Atchuthan (5,446). Meanwhile, another former TNA parliamentarian, Mr. M.K.Eelaventhan has been declared elected for TGTE from Canada.

Mr. Jeyanathamoorthy was leading a group of candidates having a common idea on structuring the TGTE.

In 2004, he was elected to the Sri Lankan Parliament securing 44,457 personal preferential votes from the Batticaloa district.

Mr. Jeyanathamoorthy hails from Vaazhaichcheanai. His brother, S. Thiyagachandra was assassinated by armed men allegedly operated by the Sri Lanka Army in August 2007. The former parliamentarian was forced to leave the island due to continuous threats against his life.

Several country level dialogue meetings have been conducted, and feedback obtained from the community.  Most of the suggestions for improvement and a number of the critical comments have been incorporated in this version of the report.

Given the fact that this initiative is a process which will continue to develop, public input will remain as an important ingredient in that development. Though the work of preparing this report is now complete, the channels of communication via printed and electronic media maintained by the International Secretariat will serve as points of contact in the immediate future.  All inputs received by the International Secretariat will be transmitted in due course to the Constituent Assembly.  It is expected that the Constituent Assembly will set up its own mechanism for public consultation as part of its constitution building process.

101: Miss. Arththy Arumugam

Arththy Arumugam is a Business Management and Commercial Law graduate, who has worked with a lot of Tamil youth over the years for the causes of Sri Lanka. She founded Ilam Thalir, a Tamil youth organisation who supported projects for TRO as well as raising awareness amongst the youth about the problems in Sri Lanka and educating them about the history of the Tamils. She was also a member of TYO and helped organize two of the biggest selling and most successful shows Ilam Thenral and Western Kuthu.

102: Mr. Kaviraj Shanmuganathan

Kaviraj Shanmuganathan is actively actively engaged with British Tamil Forum (BTF). He has had considerable involvement in taking up active programmes and projects undertaken by BTF to the people such as the Vanni Mercy Mission (Vanankamann), ‘Unlock the Key’ campaign, protests at Parliament Square and all mass Tamil protests held in London as well as several Tamil vigils.

Sasithar Maheswaran is a 25 year-old management post graduate with extensive history of working directly with our homeland. His interests include capacity building and micro-enterprise development, as well as strengthening of media. 104: Dr. Arumugam Kandiah Manoharan

Dr. Manoharan is the author of the book ’Sri Lanka: Ethnic conflict and Peace Initiation – A Historical Perspective 1948-2007’ and has been in politics since the early 1960s, starting with the federal party. He has actively participated most of the ahimsa and other non-violent ‘potaddam’ and is one of the founder members of the ‘Eelam revolutionary Organisers’ in London. His work has involved advising Tamil refugees, dissemination and publication of information, involving public speaking at various functions both in Europe, India and in Sri Lanka. He also helped form the Tamil National Council (TNC) and as its first project, it acted as the election commission for the vaddukkotai Resolution 1976 Referendum in Britain.

105: Dr. Karan Murugavel

Karan Murugavel, a 23-year-old doctor born and bred in East London to parents who fled Eelam following the outbreak of war. Karan was among the students who first took parliament square by siege in April 2009.  From the outset he was nominated by fellow youths to address the journalists because of his thorough knowledge and experience in public speaking. It was for these same qualities that he was nominated to meet EU representative Benita Ferrero-Walder in Strasbourg, where he lobbied the EU to work towards a permanent ceasefire. 

106: Ms. Vasuki Muruhathas

She is one of the few woman solicitors from Tamil Eelam working for Eelam Tamils from London. Many of you know her as a solicitor who always fights for the cause of Tamils and Tamil asylum seekers. Since the massacre that took place last year,she has got involved with Humanitarian Law Advocates and fully supported the Tamil Legal Advocacy Project and any organizations fighting for the Tamils rights.

107: Mr. Manivannan Pathimanabhan

Manivannan Pathimanabhan is a Business Management and Commercial Law graduate, who has worked with a lot of Tamil youth over the years for the causes of Sri Lanka. He have founded Ilam Thalir, a Tamil youth organisation who supported projects for TRO as well as raising awareness amongst the youth about the problems in Sri Lanka and educating them about the history of the Tamils.

108: Mr. Selvarajah Sellathurai

Selvarajah Sellathurai was born in 1951. After his education, he started working for public works department in Srilanka, and resigned his job in 1974 with the intention of not to work under Srilankan government. Since 1974 he started working for Tamils cause.

202: Mr. Janarthanan Pulenthiran (Santhors)

Janarthana Pulenthiran has played a key role in the Tamil community; he was a former coordinator of a successful media team for a student run charity where he produced albums in aid of Orphaned children back home.  He is also a part-time music teacher at different Tamil Schools in London where he has use his passion and talents to help young Tamils achieve their aspirations.

Jeyashankar Murugiah is a political science graduate who  is currently researching “States Sovereignty, Genocide, And The Peoples Right To Self-Determination In The International Law And In Practice – The Sri Lankan Conflict as a Case Study”, at Lancaster University.

304: Dr. Namasivayam Sathiyamoorthy

Dr. Moorthy is the founder of the White Pigeon Charity and as well as being a well known practioner in Complementary medicine, he carries out medical programmes on IBC Tamil Radio, Deepam TV, TTN and other Tamil medias.

305: Mr. Ruthirapathy Sekar

Ruthirapathy Sekar played a key role in starting and developing the Student Organization of London Tamils, which was formally known as S.O.L.T, who campaigned for the suffering Tamils in Sri Lanka in the hands of the Sinhala chauvinist government. He also worked closely with the other Tamil groups across the UK to organise demonstrations, cultural events and providing support to the fleeing refugees from the war torn Sri Lanka. His lasting commitment continued until 1993 before restarting his studies. He is now currently one of the committee members of Hillingdon Kalvikoodam in Hayes, Middlesex.

306: Vasuki Somaskanda

I am one of the thousands of victims faced, tormented and affected by the 1983 anti- Tamil pogrom. Since 1983, I have dedicated myself in taking part in activities to stop such atrocities committed against Tamil people. I will continue to do this until International community responds to our cry for freedom.  

307: Mr. Vadivelu Surendran

Surendran was an Active member of the Vadamaraachi student’s movement. He then became a sergeant of St John’sambulance and finally worked as a rehabilitation officer for a well known NGO before moving to the UK. During the past 15 years he has been involved in almost all of the major activities related to the Tamil freedom struggle.

308: Mr. Thanikasalam Thayaparan

Thanikasalam has worked closely with associations that have a real interest in improving the lives of the Tamils. As well as this he extremely interested in promoting the Tamil language and culture to the younger generation. He was thoroughly involved in the Tamil schools in London and is currently the Headteacher of Hillingdon Kalvikoodam and Berkshire Kalvikoodam (which includes Reading & Langley). He works closely with other Tamil scholars around the world to improve the teaching techniques using new technology. In 2009 all the Tamils who live in Berkshire formed the Berkshire Tamil Forum and he is still the president.

309: Mr. Appathurai Vairavamoorthy

He has worked in the design and construction of many civil engineering projects in Srilanka. He is also the founding member of the Hindu Association of Great Britain, founder secretary of the Britannia Hindu Shiva Temple Trust, founder secretary of the Standing committee of the Tamil speaking people (SCOT), founder member of the Valar Eelam Trust.

She is a qualified teacher who is a member of the British Tamils Forum (BTF) who has the responsibility of Humanitarian & Human rights issues- for the Harrow Tamil forum. She has been key to the organisation of the ‘Launch’ which was well received and attended by local MP’s and former MEP’s.

402: Mr. Sugirhthakala Gobiratnam

Sugirhthakala Gobiratnam (Sugi) has been working for the Tamil people’s political rights and social welfare since her university days. Whilst studying Jaffna University Sugi was a member of “Marumalarchi Kazhagam”, a student activists’ organisation that campaigned for the Tamil freedom struggle in the eighties. She has been the secretary of the West London Women’s Refugee forum before becoming Policy director in 2008, having served as director and vice chair of Tamil Refugees Action Group (TRAG) from 2007 to 2009. She has been a longstanding and firm advocate of the Tamil people’s struggle for self-determination, speaking on public platforms, from Human Rights Day in Manchester in 1997, to recent AGM at West London Refugee Forum and performing in cultural events such as Ponghu Thamil

403: Mr. Jeyananthamoorthy Senathirajah

Jeyananthamoorthy Senathirajah is a teacher and journalist who was a former member of the Tamil National Alliance (TNA).

404: Mr. Deluxon Morris

Morris, a Bsc graduate in Entrepreneurship, joined many Tamil organisations fighting for the freedom struggle, where he had the opportunity to meet fellow patriotic youths. Together they decided that it was in their hands to be the voice of our generation and take the next steps in our struggle, which led to him co-founding the prominent student movement “Students against Genocide of Tamils (SAGT)” in 2009. He has played a fundamental role in raising awareness of the Genocide not only amongst students but also at a regional level.

405: Mrs. Balambihai Murugadas

She is a forward thinking individual who has been a prominent member of the Tamil Activist Community since 1980s.  Over the past decade, she has been a leading figure among the Diaspora women and a strong advocate for the freedom and emancipation of women. 

406: Mr. Lalithasorubiny Pratheeparaj

Lalithasorubiny Pratheeparaj is a Bachelor degree holder in Accounting and Finance. She has a Diploma in Bharatha Natyam and Yoga and was a member of the International Committee of Red Cross, Girl Guides Association, YMCA and Tamil youth organisation for several years. . She has participated in TV debates, meetings with UK parliamentarians and engaged in political lobbying for the Tamil cause. She has narrated and orated poems and given speeches at Tamils’ events in Eelam and the UK. She is sociable and forward thinking and promises to unite the Tamil community from all ages behind the Tamil Eelam struggle.  

407: Dr. Sugantha Mala Radhakrishnan

Dr S M Radhakrishnan is a GP from NW London who started her own practice over 20 years ago. She is a member of the Tamil Health Organisation UK and is interested in getting involved with psychological and mental health problems as it has become a real need for Tamil people following the war and Tsunami in Srilanka. She also played a key role in the development of the Sunrise Southall community centre.

408: Mr. Nimalan Seevaratnam

He had taken part and played his role in every Maveerar Day and all other major events in the countries I lived in.  He was a member of SOLT since 1984 and president of SOLT in PNG since its formation.  He has served as the UK Lobby Coordinator for BTF.  He is currently the chairman of “Sivayogam”.

409: Mr.  Sivasambu Sivarajah

410: Mr. Sivapoosam Sukumar

Born in Jaffna, he came to the UK in 1974, where he graduated in mechanical engineering. Currently, he is a successful businessman residing in Harrow. At the age of 17, he joined the Freedom Struggle (Maanavar Peravai) and since then has continued to work for the Tamil cause for political independence right up until the present. He also served as a member of TGTE’s Country Working Group. If elected as a representative of TGTE, he hopes he will be able to carry on the good work, and make a substantial difference for our long-suffering community .

411: Mr. Sockalingam Yogalingam

Sockalingam Yogalingam is currently working with “Act Now”, the Tamil Human Rights group who work with Tamils and Non-Tamils, to boycott M&S, Gap and other British/Western companies who import products from Sri Lanka and for which they get (still) the GSP+ allowance from the European Union. He was very upset, especially by the way his own Tamil people were killed by the Sri Lankan army and other forces in Sri Lanka since 1983 and in particular in MAY 2009.

Navaratnam Paramakumaran is a secondary school teacher that has been involved in political and voluntary work since 1976, where he joined as a member of the organisation mainly devoted to the cause of the minorities of Sri Lanka, Tamils. That group was Eelam Revolutionary OrganiserS (EROS) in London. Whilst working voluntarily for EROS, I helped to form General Union of Eelam Students (GUES) the student movement at Eastham College of Technolgy. In 2009, he worked diligently along with Mr. Sriranjan, Dr A K Manoharan and Mr. Raghunathy and formed the “Tamil National Council”, in order to conduct the 1976 Vaddukkoddai Resolution among our UK Diaspara.  The objective of the original resolution was to define the rights and expections of the minorities of Sri Lanka.

Sinnathurai Sriranjan has been actively engaged in the affairs of our Tamil Community from his student days in the UK. When he came in 1976 and enrolled as a student of Technology. He has done many charity works in Eelam and helped physically and financially after the Tsunami disaster. He has also supported many projects at his school in Kokuvil Hindu College in Education and Sports. He was also largely responsible for organising and conducting the Referendum through Tamil National Council to find out the people’s aspirations in Great Britain.

A Mechanical Engineering Graduate who has contributed to Eelam Tamils struggle since early days with Martyr Sivakumar.  He has played significant roles in many of the Eelam struggle related protests and activities that took place in the UK.

“I was born in Jaffna, Sri Lanka, then known as Ceylon, and studied at St John’s College, Jaffna for my secondary school education. Came over to United Kingdom in 1975 to continue with further education and have been living here ever since. I am married and have a ten year old son and have been in the field of education and currently working as a Secondary school Teacher.

My involvement in political and voluntary work goes as far back as 1976, where I joined as a member of the organisation mainly devoted to the cause of the minorities of Sri Lanka, Tamils. That group was Eelam Revolutionary OrganiserS (EROS) in London. Whilst working voluntarily for EROS, I helped to form General Union of Eelam Students (GUES) the student movement at Eastham College of Technolgy.

In 1985 & 1986 I worked with Eelam National Liberation Front (ENLF), consisting of other like minded groups similar to EROS and working for the same cause (EROS EPRLF, LTTE & TELO). ENLF was formed to participate at Thimpu and then Delhi peace talks to find a long term solutions to our struggle, facilitated by the Indian Government, and in October 1986 I was a member of the ENLF team during Delhi Peace Talks.

In 1989, Myself and three other sports fans founded a club called Middlesex Tamil Sports & Social Club (MTSSC) and that is a vibrant club and serving the local community. MTSSC (http://www.mtssc.com/ ) is the only Tamil Club in UK recognised by the English Cricket Board (ECB).

In early 2009, while tamil people were being butchered by the GoSL, with the help of our Brent Labour comrades, including the current parliamentary candidates Barry Gardner, Dawn Butler and brent councillors, I moved for a motion against the GoSL. Which was then discussed at the Labour Conference and was adopted by the Labour Party. Now you may see that motion in our Labour Manifesto – page 69.

During the same period in 2009, I worked dilligently along with Mr. Sriranjan, Dr A K Manoharan and Mr. Raghunathy and formed the “Tamil National Council”, in order to conduct the 1976 Vaddukkoddai Resolution among our UK Diaspara. Objective of the original resolution was to define the rights and expections of the Tamils of Sri Lanka. With our tireless effort, we in the UK have united all of our UK Tamil Political movements.”

I shall advance measures and take such steps which are required and as necessary for the defence, protection, human rights and freedom of our people in our Home Land who are oppressed by the Sinhalese majority and others in our home land. 

I shall use my best endeavours in the capacity of a member of the TGTE to ensure and safeguard their rights by making sure that the TGTE will take the responsibility to coordinate all the “Tamil Groups” that exist in the world and to make a “Common Political Force” to achieve the above. 

In this regard, I shall in the capacity of a member of the TGTE use my maximum efforts and means to bring the unity of Tamil Community of the World; with an aim to bring the quality of live that was lost by our people in our Home Land and in this regard to achieve the following objectives:  

1. To bring the perpetrators of the mass killing of Tamils in North & East of Sri Lanka to the Justice and to punish them under the concept of International Law to make sure that no other states or head of states shall never carry out such actions or even intend to carry out such actions against our people in our Home Land.  
2. To build the economic and financial structures that were totally destroyed in the home land of Tamils in North & East of Sri Lanka by creating those “required structures” in other countries where Tamils are residing with provisions for the same be shifted to the North & East of Sri Lanka; when the same is permitted by the state; for this purpose, use its best endeavours to apply pressure to the world at large to convince the state of Sri Lanka to permit us to do so. 
3. To build the “Required Structures” in the areas of Health, Law, Human Rights, Welfare, Housing and Education, in the countries where we live with provisions for the same be shifted to the North & East of Sri Lanka; when the same is permitted by the state; for this purpose, use its best endeavours to apply pressure to the world at large to convince the state of Sri Lanka to permit us to do so. 
4. To efficiently bring the human right violations that were committed by the Sri Lankan Sinhala State against the Tamils in Sri Lanka; bringing possible Legal Measures against them to punish the culprits. 
5. To efficiently carry out the “required actions” in bringing the truthiness behind the “fabricated & false propaganda & campaign of the Sri Lankan Sinhala State against” to the world medias and challenge the same with the view to identify the atrocities caused by them.   
6. To efficiently build a “Steady Multinational Financial Institution” within the Tamils Community and create a “funding facility” to support the Tamils in North & East of Sri Lanka in rebuilding their lost homes and their basis facilities. 

In order to achieve the above, I shall use my best endeavours in the capacity of a member of the TGTE to build the following required structures among the Tamils in World: 

1. Tamil Workers Council:  

The purpose is to identify the sufferings of the Tamils in Sri Lanka under “working class category” and to identify them with the working class population (fisherman, farmers and other groups) in the international countries in order to win their support as opposed to simply relying on the politician of those countries. 

2. Tamil Medical Council: 

The purpose is to structure all the Medical Personals among Tamil Diaspora into an “Effective Forum” (which should consists appropriate & qualified experts in all medical areas) and to make them to engage into extensive projects in order to prepare competent reports in respect of the issues in North & East of Sri Lanka; in order to engage with Medical Institutions all over the world under one effective banner. 

3. Tamil Legal Council: 

The purpose is to structure all the Legal Professionals among Tamil Diaspora into an “Effective Forum” (which should consists appropriate & qualified experts in all sectors of the legal fields) and to make them to engage into extensive projects in order to prepare competent reports in respect of the issues in North & East of Sri Lanka; also to engage with Legal Bodies all over the world under one effective banner. 

4. Tamil Engineers Council: 

The purpose is to structure all the Engineers among Tamil Diaspora into an “Effective Forum” (which should consists appropriate & qualified experts in all medical areas) and to make them to engage into extensive projects in order to prepare competent reports in respect of the issues in North & East of Sri Lanka; also to engage with Engineers Institutions all over the world under one effective banner. 

5. Tamil General Professionals Council: 

The purpose is to structure all other Professionals among Tamil Diaspora into respective “Effective Forum” (which should consists appropriate & qualified experts in all sectors of their respective fields) and to make them to engage into extensive projects in order to prepare competent reports in respect of the issues in North & East of Sri Lanka; also to engage with the organisations related to their profession all over the world under one effective banner. 

6. Tamil Human Rights Council 

The purpose is to structure all the Human Right Experts & Charity Workers among Tamil Diaspora into an “Effective Forum” (which should consists appropriate & qualified experts in all sectors of the human right issues) and to make them to engage into extensive projects in order to prepare competent reports in respect of the issues in North & East of Sri Lanka; also to engage with Human Right Organisations & Bodies all over the world under one effective banner. 

7. Tamil Financial Council: 

The purpose is to structure all the Financial Experts among Tamil Diaspora into an “Effective Forum” (which should consists appropriate & qualified experts in all sectors of the modern finance world) and to make them to engage into extensive projects in order to prepare competent reports in respect of the issues in North & East of Sri Lanka; also to engage with Financial Institutions all over the world under one effective banner. 

8. Tamil Business Council: 

The purpose is to structure all the Businesses among Tamil Diaspora into an “Effective Forum” (which should consists all type of businesses; small, medium & co-operate) and to make them to form a “Business Federation”; also to engage with the Business Federations all over the world under one effective banner. 

9. Tamil Political Council:  

The purpose is to identify the “right persons” among Tamil Diaspora and to organise a “Competent Forum” which is capable of dealing with Western Country Leaderships, World Medias and World Organisations. 

10. Tamil Youth Council:  

The purpose is to join the Tamil Youths into “Effective Forums” in the above stated areas and to make them to shadow the activities of the above nine forums in order to create the Future Population which should shoulder the Tamils in Sri Lanka; also to take over the above forums when the time comes.  

I shall make sure that I shall be non-party and non-sectarian and I shall not identify with any groups, charities, institutions, organisations, political parties and structures in breach of the law in the United Kingdom and by international law in the above process,  

I recognise that the following:  

1. The International Countries are not interested in resolving the situation in our Home Land because they are of the view that the Sri Lankan Government is in the process of carrying out a “justifiable act of cleansing the terrorism” in North & East of Sri Lanka. 
2. Sri Lankan Government, by carrying out their “Methodical & Structured Campaign & Propaganda” in a continuous manner, was able to create a “solid impression” among the international countries that their actions are justifiable and that they are cleansing the terrorism in Sri Lanka. 
3. The activities of the “Tamil Diaspora” (despite their genuine intentions) were regrettably misguided or mislead by “ineffective or highly intellectual leadership. 

In this regard, I shall in the capacity of a member of the TGTE use my maximum efforts and means to bring the required actions among the Tamil Community of the World; with an aim to defeat those impressions. 

I emphasis that no one can dispute that there a De-Facto State successfully existed in our Home Land. This had been the main achievement of our 60 years struggle. Thanks for LTTE.

It is sad to note that the same has been destroyed by the Sinhala State. It is therefore very important for the Tamil Diaspora not only to preserve the same for the people in our Home Land but also to keep in active with the view to one day transfer the same back to our Home Land.

We should at this point, recall the statement of Mr Prabakaran that the Tamil Diaspora needs to take over our freedom struggle. What he meant is that the Tamil Diaspora not only to preserve the same for the people in our Home Land but also to activate the same with the view to one day transfers the same back to our Home Land.

One the basis of our Leader’s statement and request, the “Tamil Intellectuals” came up with the innovative idea of establishing a “Transnational Government of Tamil Eelam”.

I shall therefore, in the capacity of a member of the TGTE, make sure that the said concept would be the extension of the De-Facto State which existed in our Home Land and will be formed not in anyway contrary to the policies, procedures, systems and structures that were in existence in the De-Facto State of our Home Land.

 I shall in the capacity of a member of the TGTE act in the best manner on behalf of our people in our home land to establish that, because the Armed Struggle of the Tamils has now ended, the Sri Lankan Government can not continue to harm the Tamils in our Home Land under the false campaign of Cleansing Terrorism.

I shall the capacity of a member of the TGTE act in the best manner on behalf of our people in our home land to establish that the International Countries should accept that the political issues in Sri Lanka must be solved by political measures; hence they should recognise the TGTE..

I shall the capacity of a member of the TGTE act in the best manner on behalf of our people in our home land to establish to the world that the International Countries must accept that the Tamils in our Home Land can only be represented by the TGTE in any proposed political measures & negotiations on the basis that it is the extension of the De-Facto State that was in existence in our Home Land for more than a decade.

I shall the capacity of a member of the TGTE act in the best manner on behalf of our people in our home land to make sure that the TGTE will take the responsibility to coordinate all the “Tamil Groups” that exist in the world and to make a “Common Political Force” to carry out the above.

The Proposed Transnational Government of Tamil Eelam

We have one dream,

The proposed project to establish the Transnational Government of Tamil Eelam is by far the best, most hopeful and exciting thing that has happened to Tamils in a long while. It gives us hope at a time when our kith and kin are being illegally held in detention camps under appalling conditions and subjected to starvation and medical neglect.

It gives us hope at a time when Tamil families are being torn apart, children and women are being subjected to sexual abuse, and young adults are being tortured and even unlawfully killed by the Sri Lankan security forces. It gives us hope at a time when our lands are being illegally expropriated by the rapacious Sri Lankan state and Sinhalese from distant places are being illegally settled there to change the demography of the North and East of the island.

It gives us hope at a time when Buddhist structures are being built everywhere in an orgy of triumphalism. In other words the Sinhalese government of Sri Lanka is not only acting illegally and without limits but is doing so with impunity…………….. read more

S. Senthinathan of the Tamil Action Rights Committee told the conference in London “There is now a creasing realisation on both sides that this ruinous conflict can be resolved through negotiations”.  

“The freedom fighters of Eelam have unilaterally declared a cease-fire. The Sri Lankan Government should reciprocate. This will pave the way for peace and reconciliation”.  

Mr. Senthinathan argued that the settlement should be based on the three principles proposed by the student leaders at the University of Jaffna and representatives of the Sri Lankan Tamils.  

He added that the three principles enunciated by student leaders of the University of Jaffna are self-determination for the Tamils, recognition of traditional Tamil homeland and self-rule for Tamils in their homeland.  

Mr. Senthinathan told the conference “In Britain so far, there has not been much constructive thinking and action to speed up the peace process in Sri Lanka.

“The object of this meeting is to share thoughts and ideas among people who are anxious to see an end to the bloodletting and promote a lasting peace settlement between the communities.

I am a very hard working and enthusiastic individual with good working experience as well as excellent people’s skills.

I was educated at Maha Vidyalayam Uruthirapuram, Senguntha Hindu College, Thirunelveli and School of Agriculture, Kundasale, Kandy, where I obtained first class pass in Diploma in Agriculture.

Then I worked for the Department of Land Development, in Sri Lanka as a Supervisor of Land Development Overseers (SLDO); after that with the Ministry of Agriculture, as an Agricultural Instructor.

Then came to London for further studies in agriculture, and did my Post Diploma in ‘Crop Protection’ and ‘Agricultural Development’.

I then entered University of North London and was successful in BSc (Hons) in Applied Social Science (Politics) obtained Upper Second class (2:1) pass. After that I entered London South Bank University, and was successful in Msc in development Studies. I obtained my Doctorate in social science (Politics) in the same university and my thesis was ‘Sri Lanka’s ethnic conflict 1948 – 1998’.

Then I wrote a book on ’Sri Lanka: Ethnic conflict and Peace Initiation – A Historical Perspective 1948-2007 (Tamil)

I am in politics since the early 1960s, started with federal party. I actively participated most of the ahimsa and other non-violent ‘potaddam’. I am one of the founder members of the ‘Eelam revolutionary Organisers’ in London and work for that organisation in Europe, India and in Sri Lanka (1975 – 1990). My work involved advising Tamil refugees, dissemination and publication of information. The role included some public speaking at various functions both in Europe, India and in Sri Lanka.

Finally, a group of people included myself in London formed the Tamil National Council (TNC) and as its first project, it acted as the election commission for the vaddukkotai Resolution 1976 Referendum in Britain. We handle the matter successfully and obtained a very good result.

“I was born in Pungudutivu, Sri Lanka, then known as Ceylon, and studied at Jaffna Central College until my first year of A/Level.
I came over to the United Kingdom in 1985 as an asylum seeker and continued with my education and worked for living, being a good law obeying citizen ever since.
I am married and have two children. I have done many jobs, such as Supermarket, Mc Donald’s, Credit Controller for a Pharmaceutical firm, Manager of a Cinema and currently working as a Negotiator for Estate Agent.
My involvement in politics does not go far as many but I am like you who believe in human rights which must be upheld to the highest level. I was very upset, especially by the way My own Tamil peoples were killed by the Sri Lankan army and other forces in Sri Lanka since 1983 and in particular in MAY 2009.
I had participated in many protests with other Tamil peoples such as…
In front of London Parliament for a cease fire to end the indiscriminate killing by the Sri Lankan Army, Navy and Air Force on our innocent Tamil People in the mid of May 2009.
Other protest which took places in Hyde Park and other areas.
In front of Lord’s ground in London for a boycott of the 20/20 final world cup cricket match, which were played by Sri Lanka and Pakistan.
I am working with “Act Now”, the Tamil Human Rights group who work with Tamils and Non-Tamils, to boycott M&S, Gap and other British/Western companies who import products from Sri Lanka and for which they get (still) the GSP+ allowance from the European Union.
The Results :
Ban-Ki moon (Secretary-General for UN) have appointed special advisory group to find out the Sri Lanka’s breach of human rights & Genocide of Tamils in Sri Lanka.
European Union had suspended the GSP+ for 6 months and to review the situation later.
I believes we have to do more for our Tamil people in Sri Lanka. Over 100,000 innocent Tamils are still kept in the barbed wire barbaric camps and especially those 11,000 so called hard core LTTE supporters whose names or identities are NOT know to any body except the Sri Lankan Government. We must keep up the pressure on Sri Lanka (including boycotting) until they release all the Tamils from the camps and I will always work for Tamil Eelam.

Sugirthakala Gobiratnam (Sugi) has been working for the Tamil people’s political rights and social welfare since her university days. Whilst studying Jaffna University Sugi was a member of “Marumalarchi Kazhagam”, a student activists’ organisation that campaigned for the Tamil freedom struggle in the eighties. She holds a Bachelors of Arts degree, as well as a diploma in Management and a diploma in Advice and Guidance.

Since coming to the UK in 1991 she has been actively involved in political advocacy and social welfare on behalf of the Tamil community. She has been Policy director of the West London Women’s Refugee forum since 2008, having served as director and vice chair of Tamil Refugees Action Group (TRAG) from 2007 to 2009, and, before that, as secretary of the West London Refugee Women’s forum from 2004 to 2007.

As a member of the London Mayor’s advisory panel on Refugees and Migrants, she ensured consultation with the Tamil community on the Mayor’s draft strategy. Whilst working as a Women Welfare Worker for Tamil Refugee Action Group (TRAG), she initiated several projects tailored for Tamil women here. She won an award from the governors’ of North West London College in recognition of her services to the Tamil community in 2004, and a leadership award from the Brent Council in 2008.

She has been a longstanding and firm advocate of the Tamil people’s struggle for self-determination, speaking on public platforms, from Human Rights Day in Manchester in 1997, to recent AGM at West London Refugee Forum and performing in cultural events such as Ponghu Thamil and National Remembrance events, as well as publishing in Eela Murasu, Oru Paper and Tamil Guardian newspapers on issues of importance to the Tamil people.

Kindly extend your support to Nimalan Seevaratnam who have worked tirelessly for over two decade for Tamil and Tamil Nation Cause. I am a single handed GP in North West London. I started my own practice and running it successfully for more than 20 years.

My professional interest is prevention and management of Diabetes, Heart disease and stroke.  I am also interested to get involved with Psychological and mental health problems as it has become a real need for Tamil people following the war and Tsunami in Srilanka.

I have had long standing interest in the community. I had been providing health information, health checks, first aid cover for sports events and temple functions. I am a member of Tamil Health Organisation UK.

I am also a member of the Ealing Shri Kananga Thurgai Amman Temple and I have served in the temple executive committee. I played a key role in the development of the Sunrise Southall community centre.

Deluxon Morris, born in Eelam moved to the UK at a young age following the atrocities faced by Tamils in Eelam at that time. His childhood experiences of the war and discrimination of Tamils by GoSL has driven his passion to fight for the rights of Tamil people to self-determination.

Morris, a Bsc graduate in Entrepreneurship has received many awards for his skills including “Young entrepreneur of the year” awarded by Lloyds TSB and Business Link. He was part of the well renowned student group National union of students.

 Morris joined many Tamil organisations fighting for the freedom struggle, where he had the opportunity to meet fellow patriotic youths. Together they decided that it was in their hands to be the voice of our generation and take the next steps in our struggle, which led to him co-founding the prominent student movement “Students against Genocide of Tamils (SAGT)” in 2009. He has played a fundamental role in raising awareness of the Genocide not only amongst students but also at a regional level. The coalition of students who dedicated their time to the SAGT cause was one of the first to take action since the most recent atrocities in Sri-Lanka. Under the guidance of experts, the student movement excelled and successfully completed revolutionary endeavours.

Morris co-ordinated the first ever ‘breaking the silence’ awareness week, where exhibitions and talks were held highlighting the timeline of events in Sri-Lanka from 1983 to 2009’s massacre. This was continued across many universities in the UK and gained media attention in the Metro newspaper. Morris was also a coordinator of the student presence in the revolutionary parliament square protests last year, and organised the UK’s first ever human chain protest in London.

Morris knows the importance of preserving the Tamil youth back home and this is reflected in his extensive charity work whereby he has helped provide education, shelter and basic amenities for young children back home. Morris’ vision, passion and experience place him in good stead to continue the struggle for Tamil people and take the next generation of Tamils towards a prosperous Tamil Eelam.
